I have the honour to forward for Your Grace's
consideration the draft of a Bill intituled an Ordinance to
amend further the Deportation Ordinance, 1917.
This bill is the outcome of correspondence
which has taken place with the Judges of His Majesty's
Supreme Court in China at Shanghai. I enclose copies of a
minute by the Attorney Generel and of the relevant portions
of the correspondence.
The draft has been amended to meet the views
expressed by His Honour Sir Skinner lurner in his letter of the 31st January, 1923, and the Judge now considers that
the drett covers all possible questions that might arise on
this matter.
It will be observed that the bill assumes the
making of the new consolidating China Order in Council which is in contemplation.
